Preheat the oven to 350 degrees F (175 degrees C) and grease an 8×8 inch square baking pan.
In a medium mixing bowl, combine 1 1/2 cups flour and 1/2 cup powdered sugar. Cut in chilled butter until mixture resembles coarse crumbs. Press mixture into the prepared baking pan.
Bake for 18-20 minutes, or until lightly golden brown.
In a separate mixing bowl, whisk together eggs, granulated sugar, 2 tablespoons flour, lemon juice, lemon zest, and heavy cream. Pour the mixture over the baked crust.
Return to the oven and bake for an additional 20-25 minutes, or until the filling is set and golden brown.
Remove from the oven and let cool to room temperature.
Dust with powdered sugar before cutting and serving.
